Vignette in Morocco: amounts, deadline and how to pay

What the Vignette is

"Vignette" is the everyday name for the Taxe Spéciale Annuelle sur les Véhicules Automobiles (TSAV), the annual tax on motor vehicles registered in Morocco. It is set by the Code Général des Impôts, articles 259 to 266.

The tax covers one calendar year, from 1 January to 31 December. Once it is paid, it covers the car for the whole year, even if the car changes owner during that year.

Who pays, and who doesn't

The tax applies to motor vehicles registered in Morocco that drive on public roads and carry people or goods. Farm vehicles and tractors, motorcycles, motor tricycles and motor quadricycles are outside its scope.

The most common exemptions for private drivers:

  • Electric and hybrid cars. The law exempts "electric and hybrid (electric and combustion)" vehicles. You can ask the tax office (recette) for an exemption certificate. [TO VERIFY — which kinds of hybrid count for the exemption, e.g. mild hybrids versus full and plug-in hybrids]
  • Collector vehicles, as defined by the Code de la route.
  • Licensed taxis, and some public-transport and mixed-transport vehicles of 3,000 kg or less.

Other exemptions cover specific owners, such as diplomatic vehicles (on a reciprocal basis), State emergency and military vehicles, the Croissant Rouge and the Entraide Nationale.

When to pay

The law says the tax must be paid in January of each tax year. For 2026, the DGI set the deadline at 31 January 2026 for vehicles of 9,000 kg or less.

If your car is put on the road during the year, you have 60 days from the date on the receipt for your carte grise application to pay. In that case you pay only part of the tax: one-twelfth of the annual amount for each month left until 31 December, with any part of a month counted as a full month. The same 60-day rule applies if your car stops qualifying for an exemption during the year.

How much it costs

For cars of 3,000 kg or less, and for private 4x4s whatever their weight, the amount depends on the car's fiscal horsepower (CV, shown on the carte grise) and its fuel:

This grid has applied since 1 January 2013 and is unchanged in the 2026 Code Général des Impôts. Diesel pick-ups owned by private individuals pay the petrol rate. Heavier vehicles, over 3,000 kg, pay by weight instead.

How to pay

The DGI has opened several ways to pay: bank branches, partner banks' online and mobile banking, bank ATMs, and the outlets and websites of approved payment providers. For 2026, the DGI stated that paying through bank ATMs, bank websites and bank mobile apps is free.

You can also pay by bank card on mavignette.ma, run by the Centre Monétique Interbancaire with the DGI. You enter the registration number, fiscal horsepower and fuel type from your carte grise. Proof of payment

There is no sticker any more. Your payment receipt (quittance) is the only proof, and it is what you show if you are checked on the road. If you lose it, you can print a payment certificate on vignette.ma.

Keep it with the car's papers: when you sell the car, the transfer cannot go through unless you prove the Vignette is paid for the current year and for every year not yet time-barred. A car without proof of payment is also not allowed to leave Morocco until the tax and any penalties are paid.

Paying late

Paying after the deadline adds a 10% penalty, plus a surcharge of 5% for the first month late and 0.5% for each further month or part of a month, with a minimum of 100 DH. The law reduces the 10% penalty to 5% when payment is no more than 30 days late. [TO VERIFY — confirm with the DGI that the 5% reduction applies to the Vignette]

If the unpaid tax is recorded in an official report, for example at a roadside check, the penalty becomes 100% of the tax due, whatever the delay, and the car can be sent to the pound.
